What LibreOffice calls a "section" is not what Microsoft Word and SoftMaker TextMaker call a section. A "section" in LibreOffice Writer is more like a text box in Word and in TextMaker.

Right click the selected cell or cells. From the pop-up menu choose "Cells" Then choose the "Alignment" tab, and you can set both vertical and horizontal alignment.
